IFTA, IRP, HVUT Explained: The Permits Every Carrier Needs

Three acronyms stand between you and legal interstate operation. Here’s what each one means in plain English.
IFTA — fuel taxes, simplified
The International Fuel Tax Agreement lets you run in all member states under one license instead of buying fuel permits per state. You file quarterly reports of miles per state and fuel purchased; you pay (or get credited) the difference. Miss filings and penalties stack fast.
IRP — your plate for every state
The International Registration Plan apportions your registration fees across the states you run in. Your cab card lists every member jurisdiction — no cab card, no legal interstate operation. Renewed annually through your base state.
HVUT — the federal highway tax
The Heavy Vehicle Use Tax applies to trucks 55,000 lbs and up. You file Form 2290 annually, and the stamped Schedule 1 is required to renew your IRP registration. No 2290, no plates.
The calendar that matters
- Quarterly: IFTA filings (Jan/Apr/Jul/Oct deadlines)
- Annually: IRP renewal + Form 2290/HVUT
- Ongoing: keep mileage and fuel receipts organized — auditors love asking for them
